Latest Updates on Northport Construction Projects

At their last meeting, the West Sacramento Planning Commission requested an update on projects that are currently in the planning stages or in the process of being constructed in the areas that are located north of the Deep Water Ship Channel. The previous update was about developments and infrastructure projects in the Southport area.

The Northport projects include apartments and townhomes, an outdoor event site, a mixed-use residential/retail building, the streetcar project, an apartment development—which includes both affordable and market rate units—the Firehouse renovation project, Raley’s Landing, the Broadway Bridge, the 4th Street project, the B Street West project, the Washington community, the Rivers, Reed Avenue Hotels, the Bryte subdivision, and the Epic Wireless facility.

Smart Growth Investors II LLC recently helped finance the Rivermark, which opened in June of this year. The Rivermark is the anchor of the Bridge District and includes 70 units of affordable housing for families. They are currently working on a 22-lot single family home development in the Bridge District Specific Plan area. Another Smart Growth Investor project called The Barn will be located near Garden Street and Riverfront Street. It is intended to be a venue that can be used for outdoor events.

The Downtown/Riverfront Streetcar project has a construction budget of $150 million and includes a voter-approved $25 million contribution from the City of West Sacramento, which will be the local match to the federal grant. West Sacramento’s share is $30 million, and they are considering an assessment district for the funding source.

The West Gateway Place Apartments, previously known as Delta Lane, will include 175 units. 129 of those units will be affordable, while 46 will be market rate. They will be located at the southeast corner of Tower Bridge Gateway and Garden Street. The affordable housing project is currently under construction and is expected to be completed by late 2016. The City is committed to develop all of the units by March 2019.

The Firehouse project, a City of West Sacramento and D & S Development project, will restore, renovate, and rehabilitate the old firehouse. The Raley’s Landing project site is located in the northeast section of the city and will include a 350 multi-family complex.

The Broadway Bridge Feasibility Study was funded through the Sacramento Area council of Governments (SACOG) Regional Funding Program in the amount of $500,000, which included matching funds. The City was awarded a $1.5 million federal U.S. Department of Transportation TIGER VI grant to fund the environmental and preliminary engineering phase. West Sacramento and Sacramento are each contributing $750,000 as local matches for a total of $3 million. The bridge is expected to be operational by 2020.

The 4th Street Project consists of 17 single-family lots and five two-unit lots located on 4th Street between B and C Streets. The B Street West Project consisted of 35 townhomes, of which eight have been constructed. The Washington community plans include affordable housing, park and recreational opportunities, and access to employment for the residents of this predominantly low-income district.

The Rivers is a planned development community that will include a range of land uses. The project will include 18 three-story apartment buildings, 16 two-story carriage buildings, and a clubhouse. Conditional permits were issued for two four-story hotels on Reed Avenue Hotels. The applicant has not submitted plans for the final map.

Bryte subdivision received approval for 20 lots to be built, and the final map approval has yet to be submitted. Epic Wireless submitted an application for a wireless telecommunication facility to be located on Stone Boulevard.
